i think its a fuse because passenger side front and back work fine just drivers side front and back are out

Fuses are located in many places. Check the glove box, the area of both front footwells, the part of your dash that meets with the doors or under the hood. Can’t say exactly without seeing the car, but they shouldn’t be hard to find.
they should be on the drivers side under the dash to the left. It may not be the fuses but the regulator itself. They have a tendency to break on vw’s very easily.
Theyre under the dash on the drivers side.
I have an extremely strong feeling that youre going to be buying a window regulator soon. If your window is going half up, or grinding, or has stopped completely, or is very tempremental, its a window regulator. Horrendously common problem on mk3 VWs. Luckily I only had to go through one on my 97 VR6. Many people have gone through half a dozen.
Underneath the steering wheel theres a panel in the dash with two green bottons on it. Press those in and pull the pannel off and the fuses and relays are in there,
Just to let you know that window regulators are a very common fault on mk3 and 4 golfs so that may be the problem.

If the electric windows work on passenger side it will not be fuse blown, more likely to be wiring break between car and the door or failed window motor. The wires, over time of doors opening & closing become brittle, pull back black rubber insulation on wiring harness check for broken wires. If broken, solder & insulate with heat shrink.
If wiring ok you will need to strip interior door panels/cards and check fo feeds at motor with a multimeter.
I have a 95 Golf Tdi and repaired both rear wiring harnesses on mine as new wiring looms were £105!!!
