i have a 1966 – 67 vw split screen camper van, i am thinking of mounting lap belts to the underneath of the rock n roll bed for rear passengers safety, can lap belts be mounted to the underneath of the rock n roll bed?

Yes. You will need to use very large washers to sandwich the floorboard for added strength, run them up thru the fold in the bed/seat where the fold is. You can add up to 3 sets. Go to a salvage yard and pull them out of any older fullsize car or van with the color you need.
I agree with the other answer. The important thing to stress, as he does, is that the belts are firmly fixed to the van, not the bed itself, with plenty of reinforcements and load-spreading.
Lap belts……not the best option but better than nothing!
I agree with the others but it would be even better if you could weld plates at the belt mounts. I assume the metal of the floor area is sound. Your van is 40+ years old after all!
I don’t see any reason why you can’t fit them, just make sure it’s done correctly. Good luck!
